Cardiff University – Distinguished Visiting Fellow

Matthew is an experienced public policy professional, with a track-record of delivering cutting-edge change in both legislation and delivery, most recently the creation of Natural Resources Wales and the ecosystem policy underpinning the Welsh Government’s Environment Act. He is now taking that experience into academic exploration of opportunities for and barriers to change and innovation in the application of sustainable development and ecology narratives.

He started his civil service career in 1986 in the former Department of the Environment in London and in 1990 led part of the team that produced the first UK Environment White Paper, This Common Inheritance. Before coming to the Welsh Government as Head of Policy in 1998, he was Director (Environment and Transport) for the South West of England where he founded Sustainability South West.
